Is is proper to invite guests to pay to attend a 10 year anniversary party if worded correctly on the invitation? of course the invitees would only be very close friends and family

You could ask them to pay. What you may want to do is have the restaurant send you a menu and you could list a dollar range on the invitation or put separate checks provided. YOU should at least provide cake and maybe one round of drinks.
